Attitudes to pedestrians and cyclists in New Zealand are appalling. Here is a link to a blog thread for a discussion on crossing the road. Note some of the attitudes in the replies:

Until we change laws to give pedestrians and cyclists equal rights with motor vehicles and provide satisfactory infrastructure where required, parents will not have the confidence to allow their children to walk or ride to school, much less anywhere else.

The easiest thing the NZ govt can do initially is change the law regarding ROW at 'T' intersections.
